The Bologna Process at Akdeniz University: the Learning Campus

At the General Council meeting held on November 20th, 2008, the Council of Higher Education (CoHE) decided to establish a Bologna Coordination Commission (BCC) in every Higher Education Institution with the task of coordinating the efforts of individual Faculties, Institutes and Schools, thereby facilitating the spread of the work of the Bologna Process (BP) throughout Turkey. In line with this decision, the Akdeniz University Bologna Coordination Commission was established on December 26th, 2008. Prof. Dr. Muharrem CERTEL, Akdeniz University Vice-Rector in charge of Education and International Relations is the President of the BCC.
On December 8th, 2010, Prof. Dr. Burhan OZKAN was appointed to the position of Bologna Process Coordinator (BPC) to coordinate all BP activities at Akdeniz University and, on December 24th, 2010, Assist. Prof. Dr. Sibel Mehter AYKIN was appointed Vice-Coordinator. Following the appointment of the coordinating staff, the Bologna Process Coordination Office (BPCO) was established to ensure that BP activities were carried out actively and sustainably in all units of our university.
The BPCO initially examined the current situation within the university regarding the harmonization of BP activities. The results of this appraisal were then used to create the Strategy and Action Plan to be followed within the framework of the BP, and to establish the organizational structure within which these actions would be performed. According to the organizational structure of the BP proposed by the BPCO, and taking into consideration the participatory approach, there are 651 positions, and 451 members of the academic staff involved in BP activities at Akdeniz University.
At the Bologna Coordination Commission (BCC) meeting held under the Presidency of Vice-Rector Prof. Dr. Muharrem CERTEL on December 24th, 2010, Bologna Coordinator Prof. Dr. Burhan OZKAN gave a presentation on the “BP Strategy” and the “Action Plan” of Akdeniz University. During the meeting the BCC members were confirmed in their positions, while Sub-Coordinators, Sub-Board Members and Coordination Board Members were also appointed to lead the work of the BP at Akdeniz university in such fields as “The Qualifications Framework”, “Recognition of Diplomas and Degrees”, “Quality Assurance” and “Student Participation and the Social Dimension”, which constitute the basic building blocks of the Bologna Process.
Following the meeting on December 24th, 2010, the BPCO began to implement the decisions taken about Akdeniz University’s BP Strategy and Action Plan. Priority was given to determining the definitions of tasks for Board Members and Sub-Board Coordinators in the BP Organization, and to crystallising the design of the BPCO website, where information on the BP can be found. The website was designed with an emphasis on transparency, visibility and dynamic database functionality, allowing users to find information on all activities carried out in relation to the Bologna Process, as well as records of decisions taken and the minutes of the meetings.

The Bologna Process Coordination Board (BPCB), which was established as the result of a decision taken by the BCC on December 24th, 2010, held its first meeting under the presidency of Vice-Rector Prof. Dr. Muharrem CERTEL on January 7th, 2011. Following a presentation given by the BP Coordinator, Prof. Dr. Burhan OZKAN, and the Vice-Coordinator, Assist. Prof. Dr. Sibel Mehter AYKIN, Task Definitions were established for the harmonization work to be carried out for the BP. As a result, Faculties, Institutes, Schools and Vocational Schools were identified as implementers responsible for carrying out the transformation required for harmonization with the BP.
A decision was reached by the Bologna Process Coordination Office (BPCO) that Sub-Boards with responsibility for “The Qualifications Framework”, “Recognition of Diplomas and Degrees”, “The Quality Assurance System” and “Student Participation and the Social Dimension” would function as specialization committees, which would put forward opinions and suggestions which were relevant to their own fields of specialization. The Coordination Board, on which BP Coordinators and Sub-Boards are represented at the level of president, and over which Vice-Rector Prof. Dr. Muharrem CERTEL presides, is the authority which considers and reaches conclusions regarding suggestions put forward from the lower levels of the organization. The BCC acts as a pool of Bologna experts, whereas the Bologna Process Coordination Office (BPCO) is the Rectorate unit responsible for the development of BP strategy within Akdeniz University. At the Coordination Board meeting held on January 7th, 2011, Expert Emel KAHRAMAN was appointed to the position of secretary of the BPCO.
The first Institutional Education Workshop, which was the first step in the Akdeniz University BP action plan, was organised by the BPCO and took place on January 13th, 2011. In the workshop, after an opening speech by Prof. Dr. Israfil KURTCEPHE, Rector of Akdeniz university, presentations were given by Prof. Dr. Mirac AKCAY, Advisor to the Rector and ECTS/Erasmus Coordinator of Karadeniz Technical University, and Prof. Dr. Hasan MANDAL, Vice-Rector of Anadolu University. The subjects of the presentations; “The Bologna Process and Developments in the Higher Education System” and “Quality Assurance in the Higher Education System” were discussed in the workshop with the participation of Deans, Directors of Academic Departments of Akdeniz University, and those members of the academic staff who were  involved in the work of the BP.
In accordance with the working order developed by the BPCO, all of the relevant units (Bologna Process Coordination Office, Bologna Coordination Commission, Coordination Board, Sub-Boards, Sub-Coordinators, Department/Programme Coordinators, and Department/Programme Working Groups) are jointly and severally responsible to the Rectorate for carrying out the BP activities within the framework of the projected time schedule and objectives. In this context, the Sub-Boards are required to convene periodically, and record the activities carried out and decisions taken in the official minutes. Following the establishment of the institutional structure, Curriculum Revision Work Packages were generated and a detailed Action Plan was developed by the BPCO. According to the Akdeniz University BP Work Packages and Action Plan, put into practice in accordance with the project management logic approach chosen by the BPCO, all Curriculum Revision activities were required to be completed in all academic units before May 13th, 2011.
The Curriculum Revision Work Calendar and Work Packages prepared by the BPCO were presented to the members of the Board by Bologna Process Coordinator Prof. Dr. Burhan OZKAN at the Coordination Board meeting held on February 4th, 2011. At the Bologna Process Sub-Coordinators meeting held on the same day under the presidency of Vice-Rector Prof. Dr. Muharrem CERTEL, a comprehensive presentation on Curriculum Revision, the Work Calendar and Work Packages was given by Bologna Process Coordinator Prof. Dr. Burhan OZKAN to the Sub-Coordinators, including representatives of the Faculties, Institutes and Schools of Akdeniz university. A decision was taken at this meeting to implement without changes both the Curriculum Revisions and the detailed Work Calendar and Work Packages proposed by the BPCO.
For students, who are among the primary stakeholders of the harmonization work of the Bologna Process, a “Students’ Corner” has been created as part of the BPCO website. The aim of the Students’ Corner is to inform students about the BP, and to provide a forum for their opinions and suggestions. In addition, under the terms of the “Learning Campus”, information-meetings on the BP and its importance for the students, and the subject of ECTS questionnaires were held on February 11th and 14th, 2011. Members of the BPCO visited the Faculties and Schools  of Akdeniz University between the 7th and 11th of February, 2011, where they shared information on the BP, Curriculum Revision detailed Work Packages, and on the conduct and evaluation of ECTS questionnaires. The  Terms of Reference (ToR) of the BP Department/Programme  Coordinators, Department/Programme Working Groups and Department/Programme Lecturers, which had been proposed by the BPCO in order for BP activities to be carried out properly and on time, were accepted at the BP Coordination Board meeting held on February 11th, 2011.
The second Institutional Education Workshop (The Bologna Process Institutional Education Workshop II: Training for Preparing Applied Program Outputs and Learning Outputs), organized by the BPCO within the framework of the Akdeniz University BP action plan, was held in the Ataturk Conference Hall on February 21st, 2011. In the workshop, which began with an opening speech by Prof. Dr. Israfil KURTCEPHE, Rector of Akdeniz University, Prof. Dr. Lerzan OZKALE of the Istanbul Technical University, Lecturer and Bologna expert, provided the audiences in the first session with information about Preparing Program Outputs and Learning Outputs. In the second session, program and learning outputs were illustrated by examples, and problems in dealing with BP harmonization activities were discussed. The workshop was attended by all of the Academic Department Chairs and lecturers involved in BP Organization at Akdeniz University.
In accordance with the work schedule prepared for BP harmonization activities, all departments completed their work on questionnaires and stakeholder views for the European Credit Transfer and Accumulation System (ECTS) on February 28th, 2011. Information-sharing meetings held in the departments of our university on the subjects of the BP, as well as on Curriculum Revision, ECTS, and the conduct and evaluation of stakeholder questionnaires were brought to a close with the MEYOK (Vocational Schools) meeting held on March 2nd, 2011. In order to ensure that the manner of presentation of "Program Qualifications and Course Learning Outputs", which the Departments are required to prepare within the scope of BP harmonization activities, is the same in all units, (the Departments, Rectorate, Faculties, Institutes, High Schools, Conservatory, and Vocational High Schools, Departmental Program), Course Information Package Templates which were developed by the Student Affairs Office were recognised at the Coordination Board meeting held on March 4th, 2011, and then published on the BPCO website on the same day. The job description for the Head of the Students' Council within the scope of the BP was also decided at the same BP Coordination Board meeting.
The third Organizational Education Workshop (Bologna Process Workshop Organizational Education Workshop III: Program qualifications and Learning outputs Preparatory Training), organized by the BPCO within the framework of the Akdeniz University BP Action Plan, was held in the Ataturk Conference Hall on March 10th, 2011. The training was given by Prof.  Dr. Gonul AKCAMETE, Dean of Ankara University Faculty of Educational Sciences and expert on the Bologna Process. Work on the preparation of Program Qualifications was completed on March 11th, 2011, well within the work schedule for Akdeniz University’s BP harmonization activities.
In line with the BPCO Work Package and Action Plan, the preparation of learning outcomes and course info packages was started in the Departments of Akdeniz University on March 12th, 2011. The Templates and Guide required for these activities, completed before April 15th, 2011, can be found on the BPCO website. Information-sharing meetings were held with the Heads of the Institutes, the School of Foreign Languages and the Departments in order to carry out BP harmonization activities effectively. The Vocational Schools Coordinator was appointed to provide coordination in the BP harmonization activities. In addition, a "Program Development and Measurement-Evaluation Commission (PDMEC)" was established consisting of the academic members of the Faculty of Education of Akdeniz University to act as consultants on the Revision of the Curriculum. The Bologna Commission Committee (BCC) meeting was held on March 23rd, 2011 with the purpose of evaluating work carried out within the scope of the BP, and to conduct the preparatory work for the 2011 BCC report.

An Action Plan and Application Guide designed to assist with a successful application for the Diploma Supplement (DS) label was prepared by the BP Coordination Office (BPCO) of  Akdeniz University . The DS Guide was presented by Prof. Dr. Burhan Ozkan, BP Coordinator, at the BS Coordination Board meeting held on 25th March 2011. The BP Coordination Board (BPCP) decided that the necessary appointments should be made, and coordination between the relevant University units should be established in order to use the Akdeniz University DS Guide most effectively at the unit level. The BPCB also accepted the ToRs of the PDMEC proposed by the PBCO. The PBCB meeting also decided that the PDMEC should check the Program Qualifications and learning outcomes which had been prepared by means of sampling, and that the PDMEC would be asked to submit a weekly report to BPCO to present their evaluation on the program outcomes.
At the meeting of the BP Coordination Board held on 1st April 2011, it was accepted that the reports of the PDMEC on program outcomes would be shared with the relevant units by the BPCO. The BP Coordinator, Prof. Dr. Burhan Ozkan participated in the DE workshop held in Ankara by the National Agency on April 8th, 2011. The BP Coordinator, Prof. Dr. Burhan Ozkan gave a comprehensive presentation about the DS Label to the Vice-Deans and Directors responsible for education on April 15th, 2011. The ECTS Survey application for the spring semester was conducted between April 11th and 18th, 2011 based on the BP action plan which had been prepared by the BPCO.





Coordinator of the Bologna Process (BSK), University of the Mediterranean by the Diploma Supplement (DS) for finding the label applied for "de Tag Action Plan and Application Guide" was prepared. DE BS Coordination Council held on 25 March 2011 Guide Co-ordinator Prof. BS Burhan Ozkan presented by the board members. Coordination Committee of the Units on the basis of de Tag Guidelines for the implementation of effective assignments done somehow and decided to work in coordination with relevant units. BSK Coordination Board also recommended by the Commission's mandate was adopted PGÖD PGÖD Units prepared by the Commission by the sampling program to check the qualifications and learning achievements and assessments made by the Commission in the form of weekly reports BSK 'has been adopted to the present.
